3.1-magnitude earthquake strikes near Lake Henshaw

SAN DIEGO -- An earthquake with a preliminary magnitude of 3.1 struck near Lake Henshaw Thursday night, according to U.S. Geological Survey.The quake was reported just before 11 p.m. The quake's epicenter was about a mile southwest of the reservoir, and the quake occurred at a depth of about 7 miles, USGS says. Lake Henshaw is about 25 miles east of Valley Center. San Diego International Airport warns travelers about upcoming I-5 closure Residents near Palomar Mountain reported feeling light shaking, according to USGS's "Did You Feel It?" map.

The European Commission has delivered a legislative proposal that will facilitate access to the right to free movement for persons with disabilities, by making sure they can, on an equal basis, access special conditions, preferential treatment, and parking rights when visiting another Member State. The Commission's proposal introduces a standardised European Disability Card and enhances the current European Parking Card for persons with disabilities. Reward offered for hit-and-run driver who killed elderly man in Sylmar

A reward of up to $50,000 is being offered in the search for a hit-and-run driver who struck and killed an elderly man in Sylmar.The victim was only identified as a man in his late 80s, according to the Los Angeles Police Department.The crash happened on Aug. 9 near Polk Street and Norris Avenue around 8:40 p.m.As the victim was crossing southbound on Polk Street, a Ford Explorer SUV driving eastbound struck the man in the road. EAST PALO ALTO – A driver and his passenger pleaded not guilty Wednesday to charges filed in connection with a DUI crash and an assault on a police officer over the weekend in East Palo Alto, prosecutors said.On Sept. 2, Antonio Sotelo Lozano, 30, of East Palo Alto, crashed into a pair of parked, but unoccupied cars, and tried to drive away, according to the San Mateo County District Attorney’s Office.One of the vehicle owners confronted Sotelo Lozano and tried to keep him at the scene, but he left on foot.Officers chased and caught Sotelo Lozano. As he was being detained, Sotelo Lozano’s passenger, 23-year-old Beverly Garcia, walked up behind the officer and placed him in a chokehold, prosecutors said.The officer could not breathe and fought off Garcia, who then walked away.
